That was a Native American pow wow, all are invited to these events, and most likely the Marine was invited to dance in the drum circle a highly respected space, the Native dancer in regalia is a cone dancer doing a grass dance and the Marine obviously new this dance.
Every pow wow i have attended honor Brothers and Sisters that served to protect America. Many Native Americans have served this Country. You will always see a ceremony for them. From watching this and seeing the veterans behind them I believe this was that honoring.
