Can you buy Steem via Paypal? and where? But not VirWox

Any idea about how to buy Steem via Paypal for those who do not have Credit Cards and live in under developed countries with strong regulations.

The Royal Road to Bitcoin could be Steem. I attempted to used https://www.virwox.com, open an account bought some Linde Dollar, then exchanged for Bitcoins and guess what?:

"Hello, unfortunately we have received high risk indications for your account. We have therefore refunded your payment and closed the account. Regards, VirWoX Support"

https://www.virwox.com/ is crap. And I am not alone on this problem. Hundreds of claims with similar situation can be found on Google.
