Political parties have governing bodies, caucuses have governing bodies, clubs have governing bodies, when you agree with your roommates to split your rent 3 ways, that is a form of government. Government is separate from the state. The state is not necessary for forms of government to exist. Understanding the difference is vital to understanding how a stateless society would work.
