The new IP of US4 and the new OpenVPN config of US2

IP addresses of US4 (Dallas, USA) have been changed. The default OpenVPN and SoftEther configs of US4 (domain name based) were not changed, the configs based on IP were changed. Update it please.

OpenVPN configs of US2 (New York, USA) have been changed. SoftEther configs have stayed the same. Update US2 OpenVPN configs please.
