Last weekend marked the anniversary of the 1998 US Embassy bombings in Dar es Salaam, Tanzania and Nairobi, Kenya. Two simultaneous car bombs killed more than 200 people.

Attacks like these are part of what is known as fourth generation warfare, or 4GW. The most direct way of discussing 4GW is to say that it describes any war between a state actor and a non-state actor.
