The crime rate - politician hypothesis

I have a theory:
The crime rate of a given area is directly proportional to the number of politicians residing in the said area.
Take Delhi for example: India's capital and home to the Members of Parliament. A city where laws are (supposedly) made during the day, and (definitely) broken at night.
Coincidence?
Now, look at the other end of the country, at a little town called Auroville: no politicians, no crime. Now, in case an incident of crime has ever been reported in that sleepy little town, rest assured that there was a politician (or perhaps more) holidaying in close proximity.
