I mean... It turns out "they" never said they were doing that in the first place. What they were announcing (no joke) was simply that they were getting new signage and backend software tools that allowed them to change prices quickly and easily.
The apparent plan was to use this technology to make it easier to announce and implement sales and things like that... but the news media immediately labeled this "surge pricing", which were words never actually used by Wendy's management, and then proceeded to claim that the "plan" was to raise prices when demand is high.
