How does the 3 steem fee work because sign ups should only require RC ?

claimed accounts are only one way to create accounts. In other words, accounts can still be created by paying with STEEM. The account creation fee is significantly higher, in order to discourage that and instead incentivize creation of subsidized accounts (or accounts created with 0 STEEM, but with RC).
