Submerged in a world setting that makes societies increasingly complex and interdependent, Venezuelan society lives in turn, a process of transformations in all orders that can be characterized as a transition between the old models of social and political organization and the emergence of new ways of building a participatory and protagonist democracy based on social justice, as the axis of the recomposition of the economic, socio-political, cultural and educational fields.

   This process of transformation of Venezuelan society is conceived from the Constitution of the Bolivarian Republic of Venezuela, in its transforming principles towards a Democratic, participatory and protagonist society, with recognition of fact, law and social justice, solidarity and coexistence, right to life and work, cooperation, ecological balance, defense and development of the person and respect for their dignity, promotion of the prosperity and well-being of the people, concurrence, co-responsibility and ethical valuation of work, and the permanent promotion of equality of conditions and opportunities in accordance with the local, regional and national communities.

   These principles, among others, are those that guide the search for the greatest political and administrative effectiveness of the structure of the Venezuelan State in the construction of a new country and the re-founding of the Republic, with the purpose of orienting the processes towards the development of a society based in the inclusion of the large majority excluded for decades, strengthening the collective and the participation of organized communities in order to achieve the regional development of the country based on the strengthening of popular power and thus guarantee a local, regional and national development based on the justice, equity and the balanced distribution of resources that guarantee the State with revolutionary quality and efficiency for the benefit of all.

   The objectives of these strategic lines are: Reduce misery to zero, transform social relations of production by building socialist type of production based on social society, strengthen basic capacities for productive work, promote ethics, culture and education liberating and supportive, generating new geographic structures for growth and development, deepening solidarity with the excluded from Latin America and the Caribbean.
