It's an awesome idea, basically, I want to help someone sell what he/she is selling, for a commission, bound by a smart contract.
For example, I approach an online store that sells weight loss tea with an offer to help them sell their tea and I will receive an agreed rate of commission, through this dapp, all the online store has to do is sign a smart contract, then that kind of links to the store so that when anyone makes a purchase of the tea through my link, I get the discount credit to my account.
This will so fly. It eliminates middle man, its totally trustworthy and transparent, and trackable, the online strore need not worry about anything, the promoter only makes sure he gets the link to the right eyes.

I like this idea a lot. As you said, it would need some fleshing out by someone who has lots of knowledge (more than me anyway).
However the framework of what your saying would have huge potential. After all, the web started of as a knowledge trading tool. It still is that, but like it or not it has become a commerce machine.
Anything that simplified and lowered the barrier of entry to companies (or individuals for that matter) making money digitally would be eaten up if it were simple and effective.
How you get the last two I don't know, but bravo for some good thinking. I just hope you weren't planning on doing it yourself :-)

Sometimes I don't share ideas that I think are good. Not because I want to keep them to myself (I will never do even 1% of them), but because I worry that others might think I am presumptuous.

I like the idea. Blockchain is very suitable to verify all transactions with.
When a company uses it's own server to keep track of the referral count, how can you know they don't cheat? ... You can't.
With a blockchain you don't have this problem anymore.
