Does anyone know a way to generate a bitcoin wallet address that will generate a change address of itself?

I'm trying to put together a paper wallet for my young cousin.

Also I'd like to buy bitcoin without the huge fees of bitcoin ATMs. I tried on bitcointalk but they deal with so many scammers that everyone is too paranoid. XD
