Horses have long gone out of fashion and outdated as a driving force... but tourist city has spectacular benefits and one still can see horses on the city streets harnessed to luxurious gilded baronial carriages.

Of course, you need to know the places to meet such a team, I know these places and regularly meet these carriages on Palace Square in front of the Hermitage Palace, or on St. Isaac's Square. Sometimes you can see a luxurious gilded carriage - a relative of the one that carried Cinderella to her first ball - in less pretentious areas of the city; it's just the tourism service workers returning home after the end of the tourist service ...

Ok, now it's time for some answers to the given questions.

Horses as a transport are available in my area. There are equestrian clubs in the city and its environs where athletes, couples in love, families with children on vacation and just animal lovers can rent horses to ride. (Google gives me 73 names of such clubs and stables). This is an expensive pleasure and luxurious service - prices range from 1,000 to 20,000 rubles! but it is all legal and legit.

If you look at the cover photo of my post, you definitely will see that a large tourist bus used to carry tourists around the city definitely has many more advantages compared to a horse: large capacity, easy boarding, protection from bad weather, etc etc etc. The bus is much more comfortable than the horse, and less smelly! The horse is an elite proposition, not very effective and very very very expensive.

There is no need to regulate this case legislatively with the help of prohibitions - the invisible hand (or leg) of the market regulates this independently, through the financial aspect. A horse can only be hired and operated for a small amount of time by those who have a lot of money, this will not affect the horse in a bad way. And if the exploitation of this horse and its relatives is prohibited, then what will it have to do? stand all day in a stall and die head over heels? then no one will need the horses at all: after all, they will cease to generate income, and from the point of view of the owner-investor, they will turn from an asset into a liability - which must be fed, watered, treated all the time, without receiving any dividends back from this.

It is quite obvious to anyone who has studied economics what will happen to horses in this case: they will disappear from our life completely and irrevocably. Then we will be able to show our children a horse only in a picture, explaining what they looked like and why humans needed them ... once, a long time ago.
