I think that China does it by different means, the use of women is a constant in history when the United States was at war with Vietnam the guerrillas used brothels as a tool to collect information from the troops, so it is very possible that they use spies in order to control the politicians and then try to promote policies that favor their interests, as they say in war anything goes.
