The economic success of a nation is highly determined by the leadership bodies of the nation. A nation with abundant natural resources can still become one of the most powerful and strongest nation that ever exist and a nation that lacks natural resources may turn out to become a failed nation, the possibilities of these happenings is highly dependent on the governing power of the country.
A good governmental body has to poses different qualities that will encourage growth in its nation or lack these qualities and the nation continues to lag behind in terms of growth and communal development.
Accountability.
A nation with good governmental officials will have resources managed properly, considerate funds will be allocated for a project that will be done properly and efficiently without misappropriating or wasting of funds on a project.
Equality.
A nation with governmental policies will have rules and laws that favour everyone in the country equally and not laws where only a few people get to enjoy while the rest of the large population begs for crumbles and left over from the big men in the country. In a nation of good government, projects and visions that speaks of sustainability are been supported based on smartness and not just connection.
Transparency.
A nation that has good government policies will share the operational affairs of its office to its citizens and in such cases, the citizens are able to ask questions about the operational affairs of the government without fear of being sanctioned, they are also free to make the necessary contributions to government policies and get answers to questions as quick as possible.
Keeping to Promises.
During government campaigns, various promises are being made about what the administration will offer but unfortunately after these officials gets selected into power, it becomes a different ball game for them as they fail to keep to the promises made but reverse is the case for a good governmental body, they know how to keep to their political promises.
Concerned about citizen’s welfare.
A good governmental body will be able to work with citizens to provide a better and convenient ruling system, they know how to meet the needs of citizens by providing laws and regulations that supports effective ruling and convenience for everyone.
Trust and Confidence on Government Issues.
A country with a good governing body builds trust in the minds of citizens, creates an open and transparent ground for citizens to compete and a clearer ground for governmental affairs to be coordinated appropriately.
Without a doubt this is one of the most important factors that I think should be taken into account.
And generally the good administration of the governments ends in welfare for the greatest number of people. Hopefully those in power would be more empathetic about it and will dedicate themselves to empowering their citizens to develop the full potential of their nations.

I particularly think that if governments were to comply with the six aspects or characteristics you mention, they could be in a position to provide welfare, security and peace to their people.
