I really like your idea @dwarrilow2002 An additional idea would be for the teachers and specialists to provide their service free for the promoters, in the form of, for example, a free coaching session. The promoter could then promote the member with a true testimonial - word of mouth.

If you go to a restaurant and have a great time with great food, you'll tell all your friends about it and they'll want to go to the restaurant. This works the same way.
