This is a truck I encountered on the road today. Thing was massive. I didn't even know you could legally haul a load that big. I had to pull my car part ways into the ditch just so he could get by. I sure hope he didn't have to go under any bridges on his route, no way he would fit.
It was quite a miserable day with limited visibility and icy roads. I'm glad he had a few vehicles with him letting everyone know he was on the way because it was scary enough knowing what was ahead.
I have no clue what the guy was hauling, it's big enough to be an entire building.
Here he is right beside a normal truck and trailer just to highlight the size difference. The normal truck and trailer looks like a kids toy in comparison.
I think the size limit is based on the road, any agreements made about hauling big loads through the area, and the height of bridges and signs they have to go under.
I know when some mega-loads went through Missoula they had to move some stop lights and street lights out of the way while they passed. Having seen some of them, I am glad to have never had to drive past them going down the highway. Especially in bad weather.

This was a secondary road with no Bridges or anything to navigate past. Must be why they chose that route.
