Arkansas farmers must give up their 4th Amendment Constitutional Rights to grow "Industrial Hemp"!
On August 31st 2018 the Regulations on the Industrial Hemp
Research Program in Arkansas authorized under the Federal Farm Bill went into effect and the regulations were posted by the Arkansas Agriculture Department’s Arkansas State Plant Board.

In Arkansas as with all states that are utilizing the Farm Bill to grow and process "Industrial Hemp" the Federal Government requires a very strict set of regulations in order to do so.
"Hemp" is the only Agriculture Commodity as defined under Federal Code 7 U.S. Code § 1518 - “Agricultural commodity” defined that requires Federal Regulations to grow and process.
NOTE; The USDA difines "Hemp" as Cannabis L. and "Marijuana" as Cannabis sativa L. ., as well as;
Cannabis sativa L. ssp. indica (Lam.) E. Small & Cronquist marijuana

Cannabis sativa L. ssp. sativa var. sativa marijuana
Cannabis sativa L. ssp. sativa var. spontanea Vavilov
The issue is the rights guaranteed by the Constitution of the United States against search and seizure without a warrant.
This is the text of "Section 8" of the regulations.
SECTION 8. SITE ACCESS
For Representatives of ASPB and Law Enforcement Agencies.
(A) ASPB shall provide information about approved growing, handling, and storage site locations to representatives of the Arkansas State Police, DEA, and other law enforcement or cooperating agencies whose representatives request registered site information, including GPS coordinates.
(B) Licensed Growers and Licensed Processors/Handlers shall have no reasonable expectation of privacy with respect to premises where industrial hemp seeds, plants, or materials are located, and any premises listed in the Grower or Processor/Handler Licensing Agreements.
(C) A Licensed Grower or Licensed Processors/Handler, whether present or not, shall permit a representative of ASPB or a law enforcement agency to enter into premises where industrial hemp seeds, plants, or materials are located and any premises listed in
the Grower or Processor/Handler Licensing Agreements with or
without cause and with or without advanced notice.
NOTE: This issue was first brought to light at the first meeting of the plant board on January 4th, 2018 when the 1st draft of the rules was discussed in a public forum. The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.
