I really like the audacity of your proposal.
but.
It has several tragic consequences some of us would never participate in.
I only list three here, there are too many more to address briefly.

1. • ''Authorities'' would use this to goad mobs into lynching opposition + dissidents.
     Imagine for a moment that you somehow offended some dicktator-in-charge to the point where he added your name to the list.
2. • Democracy of the commons would use this to silence innocents they don't like.
     Some religious movement somewhere might begin assassinations of those who do not comply with their version of justice.
3. • Using such a device makes the user no better than those targeted.
     When you use such a device then you begin incorporating whatever it is you are opposing.

The circles of violence devour their own children.

Keep writing- you obviously have other better ideas which we will want to read.
