Of course, the crux is the scale of the transition necessary to implement such a system effectively. Perhaps the obvious approach, but I think such a platform could be deployed with an intention to grow via 'alumni endorsement.' In which case, the user-base need only be sustainable long enough to produce results. Then, users who've benefited would contribute directly, but the main thing to focus on would be the credibility given to the platform itself.
On the other hand, couldn't this transition be accelerated by finding and inviting a range of skilled individuals to cooperate and serve as educators? In addition, a small core team of support specialists could help to facilitate modern educational standards and overall platform organization, with the intention of establishing an [unenforced] qualitative standard. Might be hard to pitch the idea given established economic and educational paradigms, but this is the approach I would take, given sufficient resources.
Alternatively, such a platform could initially specialize in just a few fields, thus lowering the cost of initial labour while establishing platform credibility by demonstrating the platform's potential. At the same time, visibility should increase rapidly as the user-base pours in to fill the deficiencies of the initial market.
I guess what I'm saying is, ultimately this (and similar concepts) will rely heavily upon accessibility, in terms of 'marketing,' UX, and of course economic viability derived from platform credibility.

So for the platform I'm working on, my goal isn't to make any direct attempt to replace the existing system. Instead of any qualitative standards, I would prefer that students try the courses out and leave reviews. The courses that are successful in teaching the information, or enabling students to achieve what they're working on will be the best indicator of success. I think people are capable of making some great courses without any formal training or specific standards, so it would be most empowering if left open to the community to see what they can build. Does that make sense? Sorry my brain isn't working properly right now so I might have misunderstood some of your main points 😆
