Replacing Rule #5 for Voting and Proposals:
LAND may be burned in exchange for gaining higher priority for proposal consideration. Burning has the effect of removing the LAND from play. If a player burns 1 LAND, the LAND count and the total number of LAND decreases by 1.
Let the proposal score be the number of accepted proposals minus the number of burnt land by the given player.
The player with the lowest proposal score will have their proposals considered before others.

All players can vote by either responding to this post with a {YES} or a {NO} somewhere in their comment. Players may change their votes until the end of the 24 hour period, but can only vote once. If there is more voting power in favor of the rule than against, it will pass!
