An Addition to Gameplay:
Land placement. Once per proposal round, LAND can be placed on integer points of a 2D 10x10 grid, where we label with (1,1) at the Southwest-most point and (10,10) at the Northeast-most point. A placement action does not reduce units of LAND: it associates a unit of LAND with coordinates. Placed land can be gifted, but not burnt.
