Instagiffer is one of the most praised Video-to-Gif converters for PC & Mac. It comes in both installer and portable versions.
Pros
- Accepts most of the video formats.
- Many filtering & processing options including size and quality control, you create the best animated image you want.
- Finds duplicate frames and reduces the size of some images.
- You can save the pictures locally or upload them to the internet.
- The program gives you warnings if the image is too large to upload to tumbler/imgur.
Cons
- It takes time to get used to the program.
- When you make any edit Isntagiffer will re-proccess the whole vido again.
- Filtering options take long time to process.
- Creating a long .gif takes very long time if your computer isn't very powerful.

I think this is something wonderful for YouTubers like myself. It would have been great if they could have made the start video and end video selection point a little easier. But the good part is that it is free and doesn't show any kind of watermark on the final product, PLUS the gif is of very high quality. Good one!!
