Simply by understanding key drivers of change possible projections into the future and implications of specific projects. By implementing creativity, expertise, interaction and evidence like think tanks do or what input given revealed the output . Innovation is usually the output with different possibilities since change is constant those unpredictable interactions change the answer. Knowing the what it's up against will influence the outcome ,many possibilities , like the tetryonics or the completion of phisics with the Higgs boson addition of vacuum energies to einsteins theory of everything.
