I think they should be allowed because its is no different then any other bike other than speed or ease, it is not like you are hurting anyone. Calling out which side you are going on a person is going to have problems with both. I certainly think electric bikes allowed to use bike paths side walks on the other hand I don't really know about the speed for a side walk being so narrow could be a little more hazardous than a regular bike.
