Social housing is called council housing in the UK. They are owned by the state and in theory rented out to the most needy. But once you are in social housing, you can stay there for the rest of your life, even if your circumstances improve.
Here's the stats:
Most of those Somalis are the Dutch-Somalis who moved to the UK in 2005 when the Dutch cut benefits. They have leave to remain in the UK as they are EU citizens (Dutch) and they're eligible for housing benefits.
A similar dynamic applies to the 58,000 Polish people occupying social housing.
The UK govt desperately needs EU citizens occupying social housing to return to the EU, to free up that housing for needy Brits. But it's having difficulty persuading them that they'd be better off in one of the 27 EU countries than in Brexit Britain.
