I upvoted your post, but I can see @themarkymark's criticism of this content. What can you offer that adds more? It looks like Wikipedia rather than Steemit is the place to answer these questions, so what could you add to make this most more substantial, personal, and informative? What are examples of art funded under this program? Does government funding help art as a whole, or subsidize insiders? How do people value this art as time passes, and does it still strike a chord or add value to peoples' lives now? What are the main arguments in economic debates about the merits of public art funding? Was the New Deal really beneficial, or did it exacerbate the very problems it was advertised to solve? There is room for deep discussion and analysis, but all I see is a single paragraph followed by a lot of chaff, to be honest. Wikipedia offers more info with less dead weight, so maybe something more should be added here to create value for the reader when my considered comment far outweighs the word count of your actual content here.

#newsteem is resulting in far better rewards for content creators now. Curation matters again. Steem prices are beginning to rise from the depths of bid bot buyers and sellers dumping their ill-gotten gains for Bitcoin. But if you're going to downvote my constructive criticism comments with a sock puppet account, you're not going to engender any sympathy from me if @themarkymark keeps flagging you into oblivion.
