Thanks @hyperfundit, but quality content doesn't seem to matter much. For example, I just published an article on decentralized governance, Dan Larimer's primary concern, the problem he's dedicated his life to solving. It appears to meet all your criteria, but after 4 days it's received 4 votes.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
